Where is Welgelegen Estate located?
Welgelegen Estate is nestled on the eastern side of George, in a scenic valley leading towards Wilderness. Bordered by the Modderrug River, which flows from the western highlands towards the Swart and Kaaimans Rivers in the east, the Estate offers breathtaking views of the majestic Outeniqua Mountains. Conveniently located, it lies less than three kilometres from the Garden Route Mall, under four kilometres from Victoria Bay beach, and just under six kilometres from the renowned beaches of Wilderness.
Is Welgelegen Estate a gated community?
Welgelegen Estate is secured by a state-of-the-art, 24/7 security system, with advanced monitoring at the entrance gates and along the perimeter.
What security measures are in place?
All residents, visitors, servants, and contractors are required to adhere to the Estate’s access security control procedures. (See the Welgelegen Estate Homeowners Associations Code of Conduct for more detail).
Are visitors allowed, and how is access granted?
Residents must notify the Security Centre at the Gatehouse in advance of any expected visitors. Access will only be granted once the resident confirms the visitor’s arrival. Residents are responsible for the conduct of their visitors and any individuals they invite onto the estate.
What are the Estate’s rules regarding pets?
The George Municipality by-laws regarding pet ownership within Welgelegen Estate will be strictly enforced. As a general rule, all pets must be properly controlled by their owners to ensure they do not cause any disturbance to other residents. Pets must be securely enclosed to prevent them from roaming freely. Due to the difficulty in containing cats, all cats must be spayed or neutered to avoid breeding with feral cats and contributing to overpopulation in the natural environment. A maximum of two pets—cats and/or dogs—are permitted per erf. (See the Welgelegen Estate Homeowners Associations Code of Conduct for more detail).
Are there noise restrictions in the Estate?
Residents may not engage in hobbies or other activities on common property that could cause a nuisance to others. Children, including those of visitors, must be supervised at all times to prevent damage to common areas or neighbouring properties.
Noise levels—whether from music, electronic instruments, parties, domestic workers, or employees—must be kept at a volume that does not disturb neighbouring residents. Loud music is not permitted outside dwellings after 22:00, unless prior consent has been obtained from affected neighbours.
The use of power tools and petrol-driven lawnmowers is restricted to the designated hours permitted for building operations.
During power outages, generators may only be used with due consideration for noise levels and the impact on neighbours. Generators should be regarded as a last resort. Preferred alternatives include inverters and solar power systems.
Should a resident choose to install a generator, this may only be done in consultation with the Controlling Architect and with the prior written approval of the Homeowners Association (HOA).
Can I rent out my property on a short-term basis (e.g., Airbnb)?
Airbnb and similar short-term rentals are not permitted within Welgelegen Estate. All properties are designated for residential use, and as such, leasing or renting a property for a period of fewer than 30 consecutive days is strictly prohibited.
Who supplies water and electricity to the Estate?
Water and electricity services to each erf within Welgelegen Estate are provided by the George Municipality.
Is Fibre internet available in Welgelegen Estate?
Yes, each erf in the Estate is equipped with fibre internet infrastructure up to the pavement. It is the responsibility of each homeowner, at their own cost, to arrange for the connection and installation of the service through an Internet Service Provider of their choice.
How is refuse collection handled?
Refuse, recyclable materials, and garden waste must be placed in the designated colour-coded bags and set out on the sidewalk on Monday mornings for collection by the City of George’s refuse service providers. The Homeowners Association supports and encourages the recycling of waste in accordance with municipal by-laws.
What do the levies cover?
In accordance with the Welgelegen Constitution, the following items are included in the levies payable to the Homeowners Association by each member:
- Any monthly, annual, or special levy.
- Fines and penalties imposed by the ASSOCIATION in terms of these Rules.
Such levies cover, inter alia for the payment for service providers like the security services, environmental service, maintenance of estate gardens and infrastructure.
Are there parks, walking trails, or recreational facilities?
Welgelegen Estate features three parks for residents to enjoy, one of which includes designated braai facilities with restricted access. The Welgelegen Homeowners Association is also in the process of developing a network of scenic walking trails throughout the estate’s picturesque valley.
Are there community events or activities?
The Welgelegen Homeowners Association publishes an annual Estate Community Events Program. Residents are encouraged to participate in these events to foster community engagement.
